The International Planned Parenthood Federation (IPPF) is inviting applications from qualified consultants or evaluation teams to conduct the external evaluation of the Japan Supplementary Budget (JSB) 2024 Project, implemented in partnership with Member Associations across Afghanistan, Lebanon, and Yemen.
Funded by the Government of Japan, the project aimed to strengthen the availability, quality, and accessibility of life-saving sexual and reproductive health (SRH) services, including maternal and child health (MCH) and sexual and gender-based violence (SGBV) prevention and response, for crisis-affected populations. The initiative placed a strong emphasis on reaching women, young people, and marginalised communities in fragile and humanitarian settings.
The purpose of the evaluation is to assess the project’s relevance, effectiveness, efficiency, impact, and sustainability across all three countries, while identifying key lessons learned and providing actionable recommendations to inform future humanitarian SRHR programming. The evaluation will follow OECD-DAC criteria and incorporate cross-cutting considerations such as gender equality, inclusion, protection, and coordination, alongside Japan’s human security principles of empowerment, protection, and dignity.
IPPF is seeking evaluators with demonstrated experience in humanitarian or development programme evaluations, strong mixed-methods research expertise, and a solid understanding of gender, inclusion, and SRHR programming. Experience working in fragile or conflict-affected contexts, and familiarity with remote evaluation approaches, will be highly valued.
The evaluation is expected to be conducted between May and June 2026, with a combination of desk review, remote data collection, and analysis across the three implementation countries.
