Overview of the Engagement
IPPF is seeking a consultant or consultant team to develop a practical Humanitarian Advocacy Toolkit that will strengthen the advocacy capacity of Member Associations working in humanitarian settings. The toolkit will support Member Associations to navigate humanitarian coordination mechanisms, influence policy and funding decisions, and ensure sexual and reproductive health in emergencies (SRHiE) remains central to humanitarian action. Grounded in feminist, locally led, and rights-based approaches, the toolkit will provide practical guidance, adaptable tools, and real-world examples to support advocacy across preparedness, response, recovery, and transition in diverse humanitarian contexts.
Purpose of the Consultancy
The consultant will lead the development of the Humanitarian Advocacy Toolkit through a rapid desk review, consultations with Member Associations, iterative drafting, and facilitation of six regional online workshops. The assignment will culminate in a final toolkit, accompanying templates, facilitation materials, presentation deck, and a video tutorial script to support future capacity strengthening and rollout across the Federation.
Duration
The consultancy will take place over approximately 12–16 weeks during the final quarter of 2026. This is a remote consultancy with no travel anticipated, although consultants should be flexible in working across time zones, particularly within the Asia-Pacific region.
Consultant Profile
The successful consultant or consultant team should demonstrate:
- At least eight years' experience in humanitarian advocacy and engagement with humanitarian coordination systems.
- Experience developing advocacy toolkits, guidance materials, or training resources.
- Strong understanding of sexual and reproductive health and rights in humanitarian settings.
- Knowledge of gender equality, feminist, rights-based, and locally led humanitarian approaches.
- Experience designing and facilitating participatory workshops and multi-stakeholder consultations.
- Excellent writing, communication, and project management skills, with the ability to translate complex concepts into practical, user-friendly resources.
Reporting and Management
The consultant will work closely with the IPPF Humanitarian Team throughout the assignment. IPPF will facilitate access to relevant internal resources and selected Member Associations for consultation, while key review and approval milestones will be agreed during the inception phase.
