Role purpose

The Humanitarian MEAL Advisor will guide the integration of evidence-driven Monitoring, Evaluation, Accountability and Learning (MEAL) approaches across IPPF’s humanitarian portfolio. The role strengthens performance, learning, and impact by supporting ethical, accountable, and effective programme delivery aligned with international standards and donor requirements.

Context of the role

Operating within IPPF’s global humanitarian framework, the Advisor supports Member Associations (MAs) in South and Southeast Asia under the SPRINT programme, working across diverse humanitarian contexts. The role enables locally led, feminist approaches to SRH in Emergencies (SRHiE), including SGBV prevention and response, and works closely with humanitarian teams, donors, and partners to position MEAL as a core component of programme design and delivery.

Key responsibilities

  • Lead the development and refinement of IPPF’s Humanitarian PLI M&E framework and tools, aligned with the Global Results Framework
  • Guide programme design processes to ensure robust M&E plans, indicators, and evaluation strategies
  • Support data systems and visualisation tools to inform decision-making, learning, and advocacy
  • Train and mentor Member Associations and Secretariat staff on ethical and effective MEAL practices in SRHiE and SGBV contexts
  • Strengthen monitoring systems to track progress, outcomes, and impact across humanitarian programmes
  • Support community accountability mechanisms and learning pathways with MAs
  • Promote knowledge sharing and reflection aligned with global standards and donor expectations
  • Coordinate with internal and external partners to support uptake of humanitarian PLI frameworks and tools

Key qualifications

  • Advanced degree in public health, epidemiology, demography, statistics, economics, or related field
  • 5–8 years’ experience in SRHiE, including MISP monitoring and SGBV response
  • 5+ years’ experience managing complex M&E at international, regional, or country level
  • Strong data analysis and visualisation skills (Power BI, Tableau, DHIS)
  • Experience with M&E software (SPSS, STATA, NVIVO, DHIS)
  • Strong facilitation, training, and presentation skills
  • Fluent in English
